May 2026 Project update: Carss Bush Park and Todd Park Master Plan and Plan of Management adopted by Council

At its meeting held on 28 April 2026, Georges River Council resolved to adopt the Carss Bush Park and Todd Park Master Plan and Plan of Management.

About the Master Plan and Plan of Management

The Carss Bush Park and Todd Park Draft Master Plan and Plan of Management work together to support future improvements and ongoing management of the parks. The Plan of Management outlines a number of actions we will use to measure and maintain the parks now and into the future. We have categorised these actions into the following key areas:

  • Organised, informal, aquatic and water-based recreation
  • Access
  • Community and social activity
  • Play fitness and exercise
  • Built facilities for diverse community uses
  • Heritage conversation and interpretation
  • Natural habitats
  • Tree canopy and heat island management
  • Effectively and sustainably managed and maintained


Native Title Work

Carss Bush Park and Todd Park are a combination of Council owned parcels known as ‘community land’ and State owned land called ‘Crown Reserve’.

The crown reserves addressed by the new plan of management are subject to native title requirements.

Georges River Council’s Native Title Manager confirms that this Plan of Management was adopted by Council and satisfies the requirements of the applicable provisions of the native title legislation under Sections 24FA and 24JA of the Native Title Act 1993.


How did we get here?

Community feedback was captured in 2023 as part of the preliminary consultation to understand how the parks are used and what people wanted to see now and into the future.

This feedback is available in our Phase One Consultation report, which you can view here: Phase one Consultation Report.

This feedback guided our development of the plans, which also took into account factors such as environmental sustainability, legislative requirements, strategic priorities, heritage values, accessibility standards, and the long-term needs of the local government area.

This development took place across 2024, with Council approving the plans to be submitted to Crown Lands for review and approval in May 2025. Parts of Carss Bush Park are Crown Land, which means they are owned by the NSW State Government for public use, but under Council’s care, control and management.

Because of this, Council needed permission from Crown Lands before starting public exhibition. Crown Lands reviewed the draft Plans and approved for Council to commence the public exhibition on 16 October 2025.

Following Crown Land approval, we exhibited the draft Carss Bush Park and Todd Park Master Plan from 5 November to 17 December 2025. During this time, we put draft documents, plans out for everyone to see and comment on. Thank you to everyone who took the time to provide feedback during the public exhibition period.


Public Hearing

A public hearing on the proposed land categorisation changes was held at Council offices on Tuesday, 25 November 2025 at Georges River Civic Centre, corner of MacMahon and Dora Streets, Hurstville. The Public Hearing Report is available to view.

The area broadly covers Carss Bush Park, Todd Park and Carss Park Community Garden (former Carss Park Bowling Club site) (see the Study Area Map below including key open space and community features).
