Project update

On 26 May 2025, Council considered a report and endorsed the Carss Bush Park and Todd Park Plan of Management and Master Plan for public exhibition. These plans include actions in relation to walking paths, playground upgrades, and better sports facilities. Before the Plans can be shared for formal consultation, Council needs permission from the NSW Government (the "landowner") because parts of the park are Crown Land.

Crown land refers to land owned and managed by the State Government. It is often used for public purposes such as parks, national parks, and community facilities.

Council is working to formally register parts of Carss Bush Park as permanent Crown Reserves via a legal process called a non-claimant application. This process needs to be finalised prior to the final adoption of the Plan of Management by the Minister for Lands and Property and Council.

You can view the draft Plans online now using the links below, or through the documents tab on this page, but official community feedback will start later this year after the government gives final approval.

Background

This new Plan of Management and Master Plan aims to consolidate and update multiple older Plans of Management into a single, comprehensive document, in line with the Local Government Act 1993 and Crown Land Management Act 2016. Community feedback is central to creating inclusive and future-focused plans for these important public spaces.

The Carss Bush Park and Todd Park draft Master Plan and preliminary draft Plan of Management are currently being developed. Over 200 community submissions were received during the preliminary consultation in late 2023, helping to shape the direction of these plans. A revised draft Master Plan and Plan of Management will be presented in late 2024/early 2025, with further opportunities for community input.

    The study area

    The study area is approximately 31.2 hectares, bordered by Kogarah Bay and Georges River to the south, the Princes Highway and residential development (Blakehurst) to the west, residential development (Carss Park) to the north and Parkside Drive Reserve to the east. The area broadly covers Carss Bush Park, Todd Park and Carss Park Community Garden (former Carss Park Bowling Club site) (see the Study Area Map below including key open space and community features).

    The study area contains the following key features:

    • Carss Bush Park
    • Former Carss Park Pool
    • Carss Park Flats
    • Carss Park Community Garden
    • Todd Park

    What is a Plan of Management?

    A Plan of Management is a report outlining how Council proposes to manage open space for the benefit of the community. The plan must identify:

    • an appropriate community land category for the land;
    • objectives and outcomes for management of the land;
    • how Council proposes to achieve objectives and outcomes; and
    • the way by which Council proposes to assess its performance.


    Preliminary Consultation

    Preliminary consultation has now concluded. Further consultation will be invited when the draft Master Plan and Plan of Management are placed on exhibition at a later stage. You can read the outcomes of our engagement in this report.
