At its meeting held on 26 June 2023, Georges River Council resolved to adopt the Moore Reserve Plan of Management and Master Plan.

Finalisation

On 27 March 2023, Council considered a report on the Plan of Management and Master Plan for Moore Reserve.

Council endorsed the minor alteration to the categorisation of community land being part Lot B DP374610 from “Natural Area” to “Park” to part “Natural Area” and part “Park” as a result of the public hearing held on 27 July 2022.

Council also endorsed to hold an additional public hearing to consult the community on the alteration to the categorisation.

Refer to the Report and Minutes. Council will consider another Report after the Additional Public Hearing.


Additional Public Hearing

Council held an additional (second) Public Hearing on Thursday, 11 May 2023 from 6.30pm to 7.30pm at Council offices in accordance with the Council resolution of 27 March 2023 and section 40A (3) (a) and (b) of the Local Government Act 1993. Background information was available for the additional public hearing.

In accordance with Section 47G (3) of the Local Government Act 1993, the second Independent Public Hearing Report dated 24 May 2023 is now available for public inspection.




Background / History

Moore Reserve Plan of Management and Master Plan

Council has prepared a Draft Plan of Management and Master Plan for Moore Reserve.

A Plan of Management is a legal document that provides a clear set of guidelines for the short- and long-term management of a parcel of community land owned or managed by Council.

A master plan is an overarching and conceptual spatial layout (diagram) used to guide the development of land.

The community are invited to provide their comments/feedback on the Draft Plan of Management and Master Plan to help Council finalise these documents.

A copy of the Draft Moore Reserve Plan of Management, that includes the Master Plan, can be viewed or downloaded from the document library.

Moore Reserve sits between Oatley and Hurstville Grove and includes the Oatley Bay Boat Ramp. The Draft Plan provides a clear set of guidelines for the short and long term management of the Reserve. It outlines how the area will be used, improved and managed in the future and identifies goals and objectives for the land, establishing the overall directions for planning, management and maintenance. The Draft Plan includes a Master Plan which provides an overview of the Plan’s major elements and broad management directions, as well as key on-ground actions and the Reserve’s intended layout or configuration for its on-going use and improvement.

Council conducted consultation with the community and stakeholders in February 2020 to obtain suggestions and ideas for the future of this important area. The previous community consultation and site information can be accessed here.


Public Exhibition details

The Draft Plan of Management and Master Plan was on public exhibition from Wednesday 15 June to Friday 5 August, 2022:

  • Georges River Civic Centre, MacMahon Street, Hurstville
  • Hurstville Library, Corner of Queens Road and Dora Street, Hurstville
  • Kogarah (Clive James) Library and Service Centre, Kogarah Town Square, Belgrave Street, Kogarah

PLEASE NOTE: If you visit the Civic Centre and the libraries, social distancing guidelines must be adhered to.

The closing date for responses was Friday 5 August 2022.

Any submissions received are considered public, however, a person may request to have their personal details suppressed. If you make a submission and have made political donations or gifts, a political donations and gifts disclosure statement must be completed (this form is available on Council’s website by clicking on the “Find a form” icon at www.georgesriver.nsw.gov.au).


Kiosks/Drop-in sessions

Three kiosks/drop-in sessions were arranged on the following days and times:

  • Saturday 25 June – 10am to 2pm
  • Tuesday 28 June – 9am to 1pm
  • Wednesday 29 June – 1pm to 5pm


Categorisation and Public Hearing

Councils are required to prepare Plans of Management over all public land classified as Community Land under the Local Government Act 1993.

Land Classified as Community Land is required to be categorised as one or more of the following:

a) a natural area,

b) a sportsground,

c) a park,

d) an area of cultural significance,

e) general community use.

The Draft Plan of Management proposes to recategorise certain areas of Council-owned Community Land at Moore Reserve. Under Section 40A of the Local Government Act 1993, Councils are required to hold an independent public hearing into the proposed categorisation or re-categorisation of Community Land or Crown Reserves under Council management.

This Independent Public Hearing was held, as an online hearing, on Wednesday 27 July 2022 at 6pm. Background information was available for the online public hearing.

In accordance with Section 47G (3) of the Local Government Act 1993, the Independent Public Hearing Report is now available for public inspection.
