1. What is a Development Control Plan?

    A Development Control Plan (DCPprovides planning and design guidelines for the design and assessment of proposed developments to support the planning controls in the LEP. A DCP must be considered when carrying out development on any land to which the DCP applies. 

    2. What does this amendment (known as Amendment No.3) to the Georges River DCP seek to do?

    • To incorporate planning controls for the entire Hurstville City Centre into the Georges River DCP to enable a consistent and consolidated approach to assessing developments within the strategic centre, 

    • To update waste management controls to comply with the relevant provisions of any applicable acts, regulations, and other statutes in relation to waste management and waste minimisation initiatives, 

    • To introduce a standardised approach to implementing considerations for water demand reduction, energy demand reduction, indoor environmental quality, sustainable materials, waste reduction and sustainable transport (i.e. electric vehicles) by large-scale developments in response to NM093-22 and the Georges River LEP, 

    • To rectify omissions made during the translation process of the Kogarah DCP and Hurstville DCP No.1, 

    • To rectify issues such as interpretational errors, gaps and deficiencies which have been identified since the adoption of the GRDCP, 

    • To revise numerical guidelines that have been consistently varied by incoming DAs since the adoption of the GRDCP, and 

    • To update references to policies and planning instruments in response to updates made by the State Government (i.e. the Department of Planning and Environment, “DPE”). 

    3. What land is affected by this amendment to the Georges River DCP?

    This amendment will ensure the Georges River DCP will apply to all land within the Georges River local government area. 

    4. What is the purpose of this public exhibition?

    This community consultation is to inform you of the proposed amendments to the Georges River DCP and to invite you to comment. 

    5. What happens after the public exhibition period closes?

    At the close of the public exhibition period, Council’s Strategic Planning Section will review all submissions and prepare a report to Council on the comments raised in submissions and any proposed changes to the DCP resulting from the comments received. 

    Council will then either: 

    • support the DCP amendment and any recommended changes, or 

    • not support the changes. 

    If the DCP amendment is supported, a notice of Council’s decision to adopt Amendment No.3 to the Georges River DCP will be published on Council’s website. The date of commencement for the proposed controls will be specified in the notice.
