Olds Park is a locally loved and regionally significant recreation hub in Penshurst. It includes sports fields, a skatepark, Penshurst Branch Library, and shared cycle and pedestrian paths around the park.

We are planning to upgrade the lighting around the shared path that goes around Olds Park.

Right now, the park’s lights are a mix of old mains-powered lights and solar lights. These lights don’t always work well together, leaving some areas too dark and making it less safe for people walking or cycling after dark.

You are invited to view the concept design layout that shows the lighting upgrade and what kind of lights are being used. You can also complete a short survey to tell us:

Your feedback on the draft lighting design
Your experiences using Olds Park at night
Any ideas or suggestions you have about the lighting upgrade


To make sure the project meets safety rules and Australian Standards, the following aspects of the design are required:

The type of lighting being used (lighting technology and design)
The overall lighting layout and placement


These have been finalised based on technical analysis to meet illuminance and obtrusive light controls. You can read further below to learn how lighting specifications, layout, and distribution are determined for this project.

We are anticipating beginning construction in a future financial year. At the same time, parts of the footpath that are worn out will be replaced with new concrete paths. The new lighting and path upgrades will follow the same route as the current path so that trees and park facilities are not affected.


What type of lights will be used?

The new lights will be energy-efficient LEDs powered by mains electricity. They will provide steady, safe lighting that meets Australian safety standards. The park will get two types of energy-saving LED lights:

Nine (9) luminaires with a power of 50 watts. These fixtures are specified to deliver the required illuminance and coverage for areas requiring higher lighting needs.

Twenty-eight (28) luminaires with a power of 34 watts. These fixtures are designed to meet pathway lighting standards while using less energy.


What is a luminaire?

A luminaire is the complete lighting fixture used to light the park’s pathways. It includes the LED light source itself plus all the parts that hold it in place, protect it from weather, and control how the light shines onto the path.


How are the different types of lights distributed?

The distribution of the two types of LED luminaires—50W and 34W—is based on a technical analysis called the Obtrusive Lighting Compliance Assessment.

Some of the 50W luminaires are installed in sections of the path that are darker or have higher lighting needs, even if those areas are quieter or have less foot traffic.

This ensures consistent, safe lighting coverage throughout the entire pathway network. The 34W luminaires are used in other sections where the lighting requirements are lower but still need to meet the same safety and comfort standards.


How Does the Design Control "Obtrusive Light"?

AS 4282 is the Australian Standard for controlling obtrusive effects of outdoor lighting. The lighting design follows recommendations from the Obtrusive Lighting Compliance Assessment, which identifies areas along the shared path that require different levels of illumination to meet safety and Australian Standard PP3 requirements.


What is Australian Standard PP3?

Australian Standard PP3 is a national standard that sets the minimum requirements for lighting pedestrian pathways in Australia and New Zealand. Its main goal is to ensure that shared paths, like those in Olds Park, are safely and consistently lit for everyone using them at night


Why are there different types of lights now?

The park currently has a mix of old mains-powered lights and solar lights. This causes uneven lighting because the solar lights don’t always turn on or work well, especially in winter or cloudy weather.


Are the lights changing from the current layout?

The new lights will be installed along the same path as now, but the layout and spacing of the lights will change to make sure the whole path is well lit. Most notably, the section of shared path in the north and north-western parts of the park, which were previously unlit, are now included as part of the lighting design.


Will any trees or park facilities be affected?

No, the project will not remove any trees or affect sports fields or other park facilities. The new lights and paths will follow the existing path to avoid disturbing the park.


Is the shared path being upgraded?

Yes, parts of the old asphalt path will be replaced with new concrete to make it safer and easier to use.
