Mortdale Local Centre is an important retail, transport and social hub in Georges River, with a strong sense of identity. We are committed to ensuring that future growth enhances the community’s values.

Council is currently preparing a Development Control Plan (DCP) for Mortdale Local Centre. To ensure the new plan reflects community needs and values, we invite you to help shape a future character statement for Mortdale Local Centre.

What is a development control plan?

A development control plan provides a set of detailed guidelines that shape how new buildings and developments should look and feel in a specific area. It provides extra rules on top of broader zoning and planning laws, covering things like:


Building design, including façade requirements and amount of setback from the street
Car parking spaces
Heritage considerations

This is a chance to reflect on what makes our community unique and what we want to see in the years ahead. What kind of spaces make a neighbourhood feel welcoming? How can new development contribute positively to our streets, parks, and gathering places? What is it about the Mortdale Local Centre and its character that you love, and feel should be enhanced?

We want to hear from you on what key characteristics of Mortdale Local Centre you value most, and the specific design elements that you think need to be incorporated into future development in the Mortdale Local Centre.

Join us for a Walk & Workshop
Registrations are now open for participation in one of two available community workshops. These workshops will focus on:

- Crafting a future character statement for the Mortdale DCP
- Unpacking specific design elements to be reflected in the DCP document

There will be two sessions available:

10.00am - 12.00pm Saturday 17 May


The Wednesday workshop will encompass a virtual/photographic tour of Mortdale Local Centre and discussion activities at Mortdale RSL.
The Saturday workshop will encompass a walking tour of Mortdale Local Centre, followed by discussion activities to be held at Mortdale RSL.

More about the project

Mortdale is one of eight local centres identified in the Georges River Council Local Strategic Planning Statement 2040 (LSPS).

In 2021, Council prepared and exhibited a draft Master Plan for Mortdale Local Centre to provide a strategic framework to guide future growth in the centre. The community provided input into the Master Plan during its preparation.

We heard that the community love the current ‘village feel’ of Mortdale, but would like to see more parking, seating, and greenery in and around the Centre. We also heard the community’s concerns about increased traffic, and a preference for low or medium density development as opposed to high rise like Hurstville or Kogarah.

In September 2022, Council resolved to not proceed with the 2021 draft Mortdale Local Centre Master Plan and the Master Plan was subsequently revised and exhibited with two options, including preliminary traffic, transport and parking studies prepared for both options.

In October 2023, Council adopted the Master Plan for Mortdale Local Centre. The Master Plan provides for a gradual redevelopment of Mortdale focused on the potential within 400m walking distance of Mortdale Station, unlocking the theoretical capacity for an additional 578 residential dwellings. Council resolved to implement the Mortdale Local Centre Master Plan by:


Preparing a planning proposal to reflect the Master Plan with amendments to land use zones, building heights, floor space ratio and minimum lot size.

Preparing DCP controls to guide development that includes design excellence principles and controls to ensure building design complements the “village atmosphere” of Mortdale.

Preparing an amendment to the Georges River Local Infrastructure Contributions Plan 2021 to include the proposed public domain and infrastructure works in the amended Master Plan.


Recently, the State Government has introduced the Low and Mid-Rise Housing Policy. The main implications of the policy for Mortdale Local Centre are:


• low-rise housing (dual occupancy, multi dwelling housing and terrace developments will be permitted on smaller lots within 800 metres of Mortdale Station

• the height and density of 'mid-rise housing' (residential flat buildings and shop top housing) in the R3 and R4 zones surrounding Mortdale Local Centre will increase to a 4-6 storey form if the proposed rezoning to these zones in the Master Plan were to proceed.

This engagement process is structured to capture your insights early and meaningfully integrate them into the DCP. Following review and further planning, the draft Mortdale Local Centre Development Control Plan will be placed on public exhibition for 28 days in the second half of 2025.

During this time there will be opportunities to provide further feedback. We will consider this further feedback before adopting a final Plan.
