Todd Park in Blakehurst is getting a new community sporting facility. We have developed two design options and we want to hear from you. You are invited to view the options and tell us which one you think is the best fit for our community.



About the project


Todd Park in Blakehurst is a well-loved local hub for sport and recreation. The park is home to rugby league and cricket, and includes a playground, bike track, cricket nets and a half-court basketball area.

The existing sporting and public amenity building overlooks the main sporting fields. It provides public toilets, two change facilities, storage and a small canteen for the many sporting groups and community members who use the park.

This building no longer meets current standards for safety, accessibility or sport. Its layout also makes it hard to use for competitions and training that need compliant changerooms and accessible facilities.

Council is planning to replace with a modern new facility in the same general location. Key improvements will include:

  • Four fully accessible changerooms, designed for people of all abilities
  • Modern, gender-neutral and accessible public toilets
  • Referees' changerooms
  • Dedicated storage for sporting groups
  • A shared canteen with storage
  • A clubroom
  • Access ramps, footpaths and a drinking fountain

This new facility will improve the experience for everyone who visits Todd Park. It will:

  • Make the facility safer for all users
  • Improve accessibility so everyone can use the facilities
  • Create inclusive spaces for women, girls, and gender diverse community members
  • Provide better building lighting and security for evening and night use
  • Improve the overall park experience for visitors


What are we asking you to do?

Council has developed two design options for the new facility. Both options include the same core improvements listed above.

The difference is that Option B includes a gym, proposed by St George District Rugby League Football Club to support their elite and junior programs at the park.

We want to know which option you prefer, and why.


Understanding the options

We are asking you to consider two options for the development of the new sporting and amenity facility at Todd Park.


Option A: Core Facility Upgrade

Delivers all of the core facility improvements described above. It focuses on providing a safe, accessible and modern facility that meets the needs of all park users, sporting groups and the wider community. Click or tap the image to view the render and site plan for option A in full.

Important information about the gym:

  • The gym would be fully funded by St George District Rugby League Football Club at no cost to Council or the community
  • The gym would primarily support the Club's elite and junior rugby league programs
  • Council will develop an agreement with St George District Rugby League Football Club to ensure community access to the gym outside club use

Background and Context

Project funding

This project is partly funded by the NSW Office of Sport Partnership Program 2022–23. Council received $250,000 through this program to complete the detailed design of the new facility. As a condition of this funding, the new facility must include four fully compliant changerooms.

How previous community feedback has shaped this project

Community feedback has shaped this project over a number of years. Council has worked closely with sporting groups who regularly use the facility, including St George District Rugby League Football Club and Kogarah Cougars Rugby League Football Club.

This project is also guided by the Carss Bush Park and Todd Park Plan of Management and Master Plan, adopted by Council in April 2026. The Master Plan was informed by community feedback gathered between November and December 2025. It identifies the Todd Park sporting precinct as a priority area and sets the long-term vision for both parks.
