About this project

We are reviewing planning controls around the Moomba to Sydney Ethane (MSE) pipeline, which runs through parts of our local area.

In early 2025, the pipeline changed from carrying ethane to natural gas. This reduces overall risk. However, planning controls still need updating to reflect this change and ensure future development remains safe.

Council has prepared a Planning Proposal to update the Georges River Local Environmental Plan (LEP) 2021 based on a new Hazard Analysis Report.

We are now seeking community feedback.


What is proposed?

Council is proposing changes to how certain developments are managed near the pipeline.

The proposal includes a new 200-metre planning buffer along the full length of the pipeline, and updates to planning rules to include more sensitive land uses.

Specifically, these changes include:

  • Amending the existing Activity Hazard Risk Map by replacing the existing affectation on 1-13 Berrille Road, Narwee (see Figure 1) with a 200m buffer along the entire pipeline (see Figure 2),
  • Updating Clause 6.16 Development in areas of activity hazard risk to include ‘Respite Day Care Centre’ and Correctional Centre’ as additional sensitive land uses.

These changes ensure that certain types of development are carefully assessed near the pipeline.

Why are these changes needed?

The pipeline now carries natural gas, which has a different risk profile than ethane.

A new Hazard Analysis Report found that:

  • Risk levels are lower than before
  • Updated planning controls are still needed to manage safety for future development

This proposal ensures:

  • Future developments consider safety risks
  • State Government agencies are consulted when needed
  • Planning controls reflect current conditions


How could this affect me?

The purpose of Clause 6.16 Development in areas of activity hazard risk is to ensure Development Applications (DAs) for specified sensitive land uses within 200m of the MSE Pipeline cannot be approved unless the NSW Planning Secretary has been consulted and their comments addressed.

This means some new developments in close proximity to the pipeline, such as child care centres, schools, health services facilities and seniors housing, must consider the above clause before a DA can be approved.

Existing properties

There is no impact on:

  • Existing homes
  • Businesses
  • Community facilities

Future development

If new developments are proposed within 200 metres of the pipeline, and they are proposing sensitive uses (such as child care centres, schools, health services facilities and seniors housing), they must:

  • Be referred to the NSW Planning Secretary
  • Address safety considerations before approval
