Why does Council have this Policy?
Council is permitted to operate CCTV cameras in public places under the Local Government Act (1993). Council operates CCTV in public places to help keep the community safe. CCTV supports safer streets, parks and facilities by helping deter crime and damage to facilities, assisting Police when incidents occur, and reducing illegal dumping.
What does the draft Policy do?
The purpose of this Policy is to establish a framework for how the CCTV cameras managed by Council will be operated.
The Policy sets out:
- how Council operates and manages CCTV cameras
- how CCTV footage is collected, stored and accessed
- the rules Council must follow to protect privacy and meet legal requirements
- the responsibilities of staff who manage or use CCTV systems
Is this a new Policy?
No. The Draft Policy will replace Council's existing Closed Circuit Television (CCTV) Operations Policy 2017. If Council adopts the new policy, it replaces the 2017 Policy.
What are the changes?
This Policy has been updated in line with current NSW legislation, regulation, policy and guidelines. This includes the Privacy and Personal Information Protection Act (1998) and the NSW Government’s Policy Statement and Guidelines for the Establishment and Implementation of Closed‑Circuit Television in Public Places (2014).
A key change is the introduction of the CCTV Assessment Tool. This tool helps Council assess requests for new CCTV cameras in a fair, consistent and transparent way.
How the CCTV Assessment Tool is proposed to work
When someone requests CCTV in a public space, Council will use the CCTV Assessment Tool to review the location.
When Council receives a request for CCTV, we will look at several things, including:
- Local crime data
- Consultation with St George Police Area Command
- Internal service requests
- Existing CCTV coverage
- Consultation with security contractors
- Whether the site is suitable
- Financial implications
- Community interest, as reflected in the CCTV Installation Request Register
Each request will be given a high, medium or low priority rating. This will help Council decide where CCTV is most needed and where it will have the greatest benefit.

The draft Closed Circuit Television Operations (CCTV) Policy was on public exhibition from 16 March 2026 until 15 April 2026.

- You could provide feedback or lodge a submission about the draft Policy
