About the draft Beverly Hills Master Plan

The Beverly Hills Town Centre Master Plan sets out Council’s 20-year vision for managing growth and revitalising the centre. It aims to support housing and employment growth near public transport, services and jobs, while improving public spaces and local infrastructure.

The draft Master Plan is built around five key ideas for the future of Beverly Hills:

• Renewing and revitalising King Georges Road
• More homes near transport and services
• New civic square and community heart
• New and improved connections
• New and improved pocket parks and plazas

The draft Master Plan has been updated to reflect recent technical work and changes to State planning policy, including:

• the latest Pipeline Hazard Analysis
• the Flood Impact Risk Assessment
• the NSW Government’s Low and Mid-Rise Housing Policy
• further planning work for areas east of King Georges Road

Master Plan Study Area

The revised Master Plan Study Area is approximately 16 hectares and is generally oriented along King Georges Road and Warrawee Place.

The area is roughly bound by:

• Dumbleton Lane
• Edgbaston Road
• Melvin Street
• the railway corridor
• Morgan Road
• Lee Avenue
• Stoney Creek Road
• Cambridge Lane.

How did we get here?

Council began planning for the renewal of Beverly Hills Town Centre in 2018. Since then, the project has gone through several stages of review, technical investigation and community engagement.

Earlier work helped identify the opportunities and constraints in the centre. This included looking at planning controls, urban design, transport, local business activity, community feedback and public spaces.

The draft Master Plan has been refined over time in response to:

• community and stakeholder feedback
• Council decisions
• technical studies
• flood and pipeline safety considerations
• changes to NSW planning policy

Council has now resolved to place the draft revised Master Plan on public exhibition so the community can review the plan and provide feedback.

What is happening now?

At its Extraordinary meeting on Monday 10 August 2026, Council resolved to place the draft revised Beverly Hills Town Centre Master Plan on public exhibition.

Related project: State Government's Rezoning Proposal

The NSW Department of Planning, Housing and Infrastructure (DPHI) is separately exhibiting the Beverly Hills Town Centre (West) State-Assessed Rezoning Proposal. This proposal applies to land at 407-511 King Georges Road, Beverly Hills.

The Rezoning Proposal is seeking to rezone the land from E1 Local Centre to MU1 Mixed Use and facilitate a development of up to 22 storeys and floor space ratios of up to 7:1.

This is a separate planning process from Council’s draft Master Plan.

Council requested DPHI to consider timing its exhibition after Council’s draft Master Plan was available for public exhibition. DPHI proceeded with its exhibition, which runs from 24 July to 21 August 2026.

Council is sharing this information so the community understands that there are two separate planning processes underway:

• Draft Beverly Hills Master Plan, which sets out Council’s preferred long-term vision for the wider Beverly Hills Town Centre
• The State Government Rezoning Proposal, which applies to a specific part of the town centre and is being assessed by DPHI

Questions about the State Government Rezoning Proposal should be directed to DPHI: Beverly Hills Town Centre (West) exhibition.

Council lodged a submission to DPHI on the State Government Rezoning Proposal on 7 September 2026.
