    1. What is a Development Control Plan?

    A Development Control Plan (“DCP”) provides planning and design guidelines for the design and assessment of proposed developments to support the planning controls in the Local Environmental Plan (LEP). A DCP must be considered when carrying out development on any land to which the DCP applies.

    1. An LEP is a legal document which guides development and land use within a particular Local Government Area. An LEP is prepared by Council and approved by the State Government to regulate land use and development. LEPs guide planning decisions for local governments.
    2. A Planning Proposal is a document that explains the intended effect of a proposed local environmental plan and sets out the justification for making that plan.

    2. What does this amendment (known as Amendment No.5) to the Georges River DCP 2021 (GRDCP) seek to do?

    The Draft Amendment introduces planning controls for subdivision, lot consolidation and boundary adjustments that would apply to any future development in a Heritage Conservation Area (HCA). 

    The purpose of the proposed controls is to ensure developments consider the impacts on the established subdivision pattern of HCAs. The lot sizes and configurations can be a characteristic of the established rhythm and defining subdivision pattern of a HCA.

     

    In particular, the controls are being introduced for seniors housing developments which are generally not a characteristic of the established subdivision pattern within the HCAs. From 1 January 2024, seniors housing can be developed in HCAs under the State Environmental Planning Policy (Housing) 2021 (the Housing SEPP).

     

    The draft DCP amendment states that subdivision, lot consolidation or boundary adjustments within the HCAs will not generally be considered appropriate or acceptable, as the established subdivision pattern is a primary characteristic that defines and contributes to the significance of the HCA. Council will   not generally support any proposal involving changes to the established subdivision pattern, unless such proposal involves the re-establishment of the historical subdivision pattern and will enhance the character and significance of the HCA.

    3. What land is affected by Amendment No. 5 to the GRDCP?

    Amendment No. 5 to the GRDCP applies to the Heritage Conservation Areas within the Georges River Local Government Area (LGA).

    4. What is the purpose of this public exhibition?

    This public exhibition is to inform you of the proposed amendments to the GRDCP and to invite you to comment.

    5. What happens after the public exhibition period closes?

    At the close of the public exhibition period, Council’s Strategic Planning Section will review all submissions and prepare a report to Council on the comments raised in submissions and any proposed changes to the DCP in response to the comments received.

    Council will then either:

    • support the DCP amendment and any recommended changes, or
    • not support the changes.

    If the DCP amendment is supported, a notice of Council’s decision to adopt Amendment No.5 to the GRDCP will be published on Council’s website. 

    The date of commencement for the proposed controls will be specified in the notice.
