Planning Proposal & Amendment to Generic Plans of Management for 57 Lorraine St, Mortdale Hurstville Golf Course
Council is proposing changes to planning controls for 57 Lorraine Street, Mortdale (the Hurstville Golf Course Clubhouse).

What’s being proposed?
The Planning Proposal seeks to allow a function centre to be used on the site. The proposed change is for the use of the Clubhouse only and will not affect the height of the building or amount of development allowed on the land. The change will make the Clubhouse available for community events and functions.
If the proposal is approved, a separate development application will be required before the use can commence. This Planning Proposal aligns with Georges River Council’s strategic plans by supporting Council facilities to be financially sustainable as a multi-purpose venue.
Amendment to the Generic Plans of Management
We are also updating the Georges River Generic Plans of Management to reflect the current and proposed use of the Clubhouse as a function centre.
Currently, the golf course is categorised as Sportsground. The amendment would:
• Re-categorise the Clubhouse and surrounding area as General Community Use.
• Allow a function centre as an additional permitted use (with Council consent).
Public Hearing
A public hearing for the proposed re-categorisation of part of Hurstville Golf Course was held on 2 March 2026. This is a requirement under Section 40A of the Local Government Act 1993.

Next Steps
All submissions received during the public exhibition are being reviewed and will be reported to Council for consideration.
If Council approves this planning proposal after public consultation, the Minister for Planning and Public Spaces will be responsible for finalising the amendments to Georges River Local Environmental Plan 2021.
When the planning amendments are finalised, the Georges River Generic Plans of Management will be updated to reflect the change.
What is happening now?
Council staff are reviewing submissions and preparing a report to Council on the outcomes of the public exhibition shortly.
