Outcome
The Georges River Local Environmental Plan (LEP) 2021 came into effect on 8 October 2021. It replaces the existing Hurstville and Kogarah planning controls and applies a consistent land use approach across the entire LGA. For more information, please visit Council’s website: Georges River LEP 2021
Background
The main purpose of this Planning Proposal, known as LEP21, is to identify additional housing opportunities in the Georges River LGA to meet the short term housing targets set by the NSW Government. This Planning Proposal also seeks to address a number of considerations unresolved by LEP 2020.
The proposal would:
- Rezone the Narwee housing investigation area from low density residential to a combination of medium and high density residential zones to permit two storey medium density developments and small apartment blocks of up to four storeys.
- Introduce planning controls for manor houses and multi-dwelling housing (terraces) in the medium density and high density residential zones.
- Change the planning controls in Hurstville – Hillcrest Avenue housing investigation area to enable residential flat building developments of four storeys.
- Amend mapping anomalies for 33 Dora Street, Hurstville and 199 Rocky Point Road, Ramsgate.
Council was advised by the NSW Government in June 2020 of a shortfall in housing delivery in the LGA. In response, Council has prepared a Planning Proposal to create capacity for additional dwellings to meet the Greater Sydney Commission’s 6-10 year housing target of 3,450 - 4,250 dwellings (for the period from 2021 to 2026). Council’s funding agreement with the NSW Government requires this planning proposal to be submitted for finalisation by 31 March 2021.
In December 2020, we consulted with landowners in and around the Narwee housing investigation area. All of the survey responses have been reviewed and the issues raised by the surveys are being considered. We have prepared a Frequently Asked Questions leaflet, located in the document library, which addresses some of the issues/questions raised during the consultation in December.
