We have prepared a draft Kogarah Strategic Centre Master Plan. The draft Master Plan is a long-term plan for Kogarah’s town centre and surrounding area.
It sets a 20-year framework to guide land use, future development, movement, public spaces and infrastructure planning. We are inviting our community to view the plans and provide feedback.
About Kogarah
Kogarah is one of two Strategic Centres in the Georges River Local Government Area, alongside Hurstville. It is an important centre for health, education, business, transport, housing and community services.
Kogarah includes major public and private hospitals, specialist medical services, a TAFE campus, schools, the Clive James Library, local businesses, community services and strong public transport links.
These services make Kogarah an important place for people who live, work, study, visit and access care in the area.
About the draft Kogarah Strategic Centre Master Plan
The draft Master Plan looks at how Kogarah can grow and change over the next 20 years while remaining a place where people can live, work, study, visit and access important services.
It proposes focusing future growth around the station, town centre and rail corridor, improving walking and cycling connections, supporting local jobs and health and education services, creating more and better public spaces, increasing trees and shade, and protecting the Kogarah South residential heritage conservation area and nearby blocks.
The draft Master Plan focuses on the area bounded by:
- Harrow Road to the north
- The T4 Illawarra rail line to the west
- Princes Highway to the east
- Jubilee Avenue to the south
The draft Master Plan will help guide future planning for:
- Land use and future development
- Housing choice and affordability
- Jobs, business and local services
- Kogarah’s role as a health and education precinct
- Walking, cycling, public transport, traffic and parking
- Parks, public spaces and community infrastructure
- Greener, safer and more connected streets and places
The draft Master Plan does not make immediate changes to how people can use their homes or businesses. Existing planning controls continue to apply unless changes are later adopted by Council and, where required, the NSW Government.

How did we get here?
From 28 May to 16 June 2025, Council asked the community to share their ideas, values and priorities for the future of Kogarah.
During this early consultation, residents, businesses and visitors told Council:
- What they value about Kogarah
- What they would like to see improved
- Their ideas for open space, movement and Kogarah’s role as a major health and education centre
Council has reviewed and considered this feedback. The feedback has helped shape the draft Kogarah Strategic Centre Master Plan now on public exhibition

What happens after public exhibition?
Council will review all submissions received during the public exhibition. Feedback will be considered before the draft Master Plan is reported back to Council for a decision. Consultation closes 9 September 2026.
