Hogben Park Lighting Installation

Thank you to everyone who provided feedback during the consultation period.
We received 91 responses and the project page was viewed more than 360 times. Your feedback shows that Hogben Park is well used and that lighting at the basketball court is supported.
- 93% of participants supported or strongly supported the proposal.
- More than 80% of participants visit Hogben Park at least once a week.
- More than 80% of participants said they would use the basketball court more if lighting is installed.
The most common activities at Hogben Park were using the basketball court, exercising and walking, and socialising.
Our project team are continuing to review feedback we received. When we have an update about the next stage of the project, we will share it on this page.
❓ What is being proposed?
We are proposing light poles that will be installed along the southern side of the basketball court. The lights will be automated to switch on at dusk and turn off at 9.45pm, aligning with other sporting and reactional facilities across the local government area.

💬 Project background
Hogben Park is located in Kogarah between Railway Parade and Harrow Road. It is well known for the Jacaranda trees that bloom in spring and includes a basketball court, children's playground and public amenities. It is a 7-minute walk from Kogarah town centre.
The Park is guided by the Hogben Park Landscape Master Plan, which identifies the basketball court as an area for casual play and recreation. Council regularly receives requests to install lighting at Hogben Park basketball court so it can be used at nighttime.
Proposed Benefits
The additional lighting would provide several benefits for our community:
- Extended use of the basketball court - allowing safe play after dark, especially during winter months when daylight hours are shorter
- Improved safety - better visibility for people using the park facilities in the evening
- Better access for working families - enabling court use outside standard work hours
- Community health and fitness - more opportunities for physical activity and social connection
🤔 Why We're Consulting Again
In April 2023, we conducted consultation on lighting for the basketball court. We received a number of submissions, with most opposing the idea of lighting. Since then, Council has been working to address these concerns while still meeting community requests for better access to the park.
We're now conducting a broader consultation to hear from everyone who might be affected by or benefit from the lighting.

Community consultation helps us better understand how our community uses Hogben Park and the basketball court, and the level of support for additional lighting.
Your feedback will be included along with other considerations for the proposal, such as technical assessments, compliance with Australian Safety Standards, and the broader Capital Works budget.

Consultation was open from 26 September 2025 to 3 November 2025. We asked the community for their thoughts on the lighting proposal at Hogben Park. We also wanted to understand how people use the park and what they value most.
