About the Draft Code of Meeting Practice 2025
The Draft Code of Meeting Practice describes how all meetings of Council and Committees will be conducted, ensuring they are conducted in an orderly and fair way. The Code also aims to increase Council’s professionalism, transparency and accountability to the community.
Why are we updating the Code of Meeting Practice?
The Code of Meeting Practice was last adopted earlier this year. Since then, the Office of Local Government has introduced a number of changes we must apply to our Code of Meeting Practice. These changes aim to improve transparency, efficiency, and community engagement in council meetings.
What are the key changes?
Key changes include a revised meeting schedule with separate public forums, stricter rules around councillor contributions (such as limits on Notices of Motion and Questions With Notice), and enhanced procedures for managing public participation. The code now mandates livestreaming of forums, clearer standards for councillor conduct and attendance, and improved handling of confidential documents.
You can see all these changes in the Draft Code of Meeting Practice 2025. The provisions of the Model Meeting Code that are not mandatory are indicated in red font. Highlighted green sections are new changes to the current Code.

How our community can be involved
We are currently sharing our draft Code of Meeting Practice 2025 for public exhibition. This means we are putting the Draft Code out for everyone to see and comment on for a set time.
