Public Exhibition of the Draft Delivery Program, Operational Plan, and Resourcing Strategy
Council is seeking your feedback on our:
- Draft revised Delivery Program 2025-29 and Operational Plan 2026-27, which set out the key projects, services and budget for the coming year and the next few years.
- Draft Resourcing Strategy 2026-27, which explains how council will fund its services, manage its assets, and ensure it has the staff and technology needed to deliver its plans.
These plans sit within the NSW Integrated Planning and Reporting (IP&R) framework, which all councils must use to plan for their community’s future and report back on progress.

What is the Delivery Program and Operational Plan
The Delivery Program is Council’s four-year plan that turns the community’s long-term vision into clear actions for the current Council term.
It explains what Council will focus on over the next few years, such as providing safe and functional roads and footpaths, improving town centres, protecting the environment and delivering community programs and facilities.
The Operational Plan is the detailed, one year plan that sits under the Delivery Program. It includes specific operations, projects, service levels, annual budget, and fees and charges for the next financial year.
Together, the Delivery Program and Operational Plan show what Council plans to do, when it will do it and how it will be budgeted.
What is the Resourcing Strategy?
The Resourcing Strategy outlines how Council will manage its people, assets, digital capability and financial resources to deliver the priorities of the Community Strategic Plan and Delivery Program.
It includes the:
- Long-Term Financial Plan
- Our People Plan
- Asset Management Plan
- Digital Strategy
What are we asking you now?
Council is now placing the draft revised Delivery Program 2025-29, Operational Plan 2026/27, Resourcing Strategy and related documents on public exhibition for community review and comment.
These documents show how Council plans to deliver on the Community Strategic Plan over the coming years, and how this work will be resourced.
Printed copies are available at Council’s customer service centre and libraries, and digital copies can be downloaded from this page during the exhibition period.
How can I have my say?
Feedback is open from 29 April to 27 May 2026.
Feedback received during this exhibition will help Council refine the plans before they are considered for adoption at the June 2026 Council meeting.
We invite you to:
- Read the draft plans and supporting documents.
- Consider whether the proposed priorities, projects and service levels reflect what matters most to you and your community.
- Tell us what you support, what you are concerned about and any changes or ideas you would like Council to consider.

What happens after the exhibition
After the exhibition period closes, Council will:
- Review all feedback and submissions received.
- Consider whether changes to the draft Delivery Program, Operational Plan and Resourcing Strategy are needed.
- Present the final Delivery Program, Operational Plan and Resourcing Strategy to the June Council meeting for consideration and adoption.
Once adopted, the revised Delivery Program, Operational Plan and Resourcing Strategy will guide Council’s work over the next few years.
