Plan of Management and Master Plan

A Plan of Management (PoM) is a legal document that provides a clear set of guidelines for the short and long-term management of a parcel of community land owned or managed by Council.

A PoM is typically accompanied by a Master Plan that is used to guide the development of the land. The Master Plan provides an overview of the PoM's broad directions and major on-ground actions.

Background

The Crown Land Management Act 2016 (CLM Act) commenced on 1 July 2018. Under the CLM Act, Georges River Council is appointed as the Crown Land Manager of Crown Reserve No. 87279 (comprising of a majority of the foreshore portion of Donnelly Park), which requires Council to prepare a new PoM for Donnelly Park.

Council conducted consultation in March 2022 to raise awareness of the draft Plans and provide opportunities for input. Approximately, 200 participants provided their feedback which informed the preparation of a draft PoM and Master Plan for Donnelly Park.

At its meeting on 25 September 2023, Council considered a report ‘ENV030-23 Public Exhibition of Draft Plan of Management and Master Plan for Donnelly Park’ and resolved to publicly exhibit the draft PoM and Master Plan for Donnelly Park. Click the links to view the report and minutes.

On 7 March 2024, NSW Crown Lands, as the representative landowner of part of the land (being Crown Reserve No 87279 and Crown waterway), determined to endorse the draft PoM and Master Plan for public exhibition. Refer to the consent letter from NSW Crown Lands.

How you can be involved

The Draft Plan of Management and Master Plan for Donnelly Park will be on public exhibition from 27 March 2024 to 26 April 2024 and available:

Any submissions received are considered public, however, a person may request to have their personal details suppressed. If you make a submission and have made political donations or gifts, a statement must be completed.

Under section 40A(1) of the Local Government Act 1993, Council is organising a public hearing into the proposed categorisation or re-categorisation of community land. The public hearing will be held on Tuesday, 30 April 2024 from 6:00 pm to 7:00 pm at Georges River Civic Centre, corner of MacMahon and Dora Streets, Hurstville.

To attend the public hearing, RSVP via the Hearing Registration Form or by calling Council’s Strategic Planning section on (02) 9330 9507 by Monday 29 April 2024.

Next Steps

  • Following the public hearing, a report will be prepared to Council on the comments raised in the public hearing.
  • After the exhibition period, all submissions received will be reviewed to inform the finalisation of the Donnelly Park PoM and Master Plan.
  • A report to Council seeking endorsement to adopt the Plans will be prepared.
