Consultation has concluded


An amendment to the existing VPA for East Quarter Stage 3 is proposed in relation to the road works and landscaping works listed in the VPA.

At the Council Meeting on 28 June 2021, Council resolved to endorse an amendment to the existing VPA for East Quarter Stage 3 between Council and Hville Pty Ltd (Developer) for public notification.

Proposed Amendments:

The proposed amendments to the VPA are that the Developer pay the monetary contributions to Council for the Road Works and Landscaping Works instead of the Developer providing the works.

The proposed amendments are summarised as follows:

  1. that the Developer pays Council a monetary contribution of $1,591,253 for Council to construct the traffic signals and associated road works at the intersection of Forest Road and Durham Street in lieu of the Developer constructing the road works.
  2. that the Developer pays Council a monetary contribution of $46,000 for Council to construct the landscaping works along the Forest Road/Durham Street frontage in lieu of the Developer constructing the works.

Following the public notification Council will review any submissions received and if no changes to the VPA are required, the amended VPA may be executed by the General Manager.

Existing VPA:

The existing VPA for East Quarter Stage 3 was executed on 15 June 2017 in relation to Planning Proposal 2014/0002 and Development Consent DA2016/0218 for Stage 3 of East Quarter at 93 Forest Road, Hurstville. The VPA provides for a range of contributions and works.

The Planning Proposal sort changes to the planning controls under Hurstville Local Environmental Plan 2012 and the Development Consent approval for a mixed use development.
